A golf cart does not drive onto a car carrier the way a sedan does. Most move on enclosed trailers, flatbeds or as part of a consolidated load, secured at the frame rather than the wheels. Loading is usually by ramp or liftgate, and the cart needs to roll and steer even if it does not run under power.
Carts price differently from cars. A cart occupies far less deck space than a vehicle, so short moves are comparatively affordable, but a cart cannot share a standard car carrier slot — it needs a trailer configured for it. Method and distance drive the number.

NHTSA has determined that conventional golf carts with a maximum speed capacity of 20 mph or lower are not motor vehicles for the purpose of its regulations. They ship as equipment rather than as vehicles.
A four-wheeled vehicle whose attainable speed is more than 20 but less than 25 mph is an LSV under 49 CFR 571.500 and must comply with Federal Motor Vehicle Safety Standard No. 500.
Per NHTSA, modifying a golf cart for use on public roads creates a motor vehicle, and the agency regards the modifier as the manufacturer — responsible for certifying it meets applicable safety standards. Worth knowing before you ship a custom build across state lines.
